LETTER FROM HER MAJESTY In Spring, the Town Council sent a letter to Her Majesty the Queen, wishing her a wonderful Diamond Jubilee celebration. The Town Council is proud and honoured to have received replies from Her Majesty and the Director, Private Secretary’s Office. The letters are displayed on the Town Council Notice Board at the front of the Westhoughton Town Hall. The Town Council also sited a congratulatory banner on the front of the Town Hall and is very pleased that Her Majesty had an enjoyable and memorable Diamond Jubilee celebration, which she so much deserves. OLYMPIC TORCH The Olympic Torch passed through Westhoughton on 31st May, 2012. The Town Council wished to site welcoming banners at each end of Market Street but was advised that only Locog could site banners. However, the Town Council asked the Town Centre businesses and Market Traders to decorate shops and stalls in a red/white blue theme and to stay open longer. Town Councillors sited Union Jack flags and bunting at the ground floor windows of Westhoughton Town Hall and the Town Council purchased and distributed 2,000 handwaving flags to children prior to the torchbearers arriving. The Town Mayor and some Town Councillors stood in front of the Town Hall to welcome the torchbearers, all the Primary Schools brought their pupils and thousands of people lined the streets. The Town Council is pleased that everyone joined in and gave the torchbearers a good Westhoughton welcome. REMEMBRANCE DAY SERVICE AND PARADE The Town Mayor would like to invite townspeople to the Remembrance Day service and Parade WESTHOUGHTON TOWN COUNCIL AUDIT The audit of the Town Council Accounts for 2009—2010 has now been completed by BDO LLP, an independent external Auditor, and there were no matters requiring attention GRANT FUNDS The Town Council has funds available for schemes and projects which will benefit Westhoughton. Local organisations should apply to the Town Clerk for an application form REMEMBRANCE DAY PARADE On Sunday, 8th November, the Parade will assemble at the Parochial School Yard at 9.20 a.m. and walk to the Parish Church of St Bartholomew for the Service of Remembrance at 10.00 a.m., followed by the laying of wreaths at the War Memorial at 10.40 a.m., The War Memorial at 10.45 a.m. REPAIR OF PUBLIC RIGHTS OF WAY The Town Council is donating £5,000 towards the cost of repairing Public Rights of Way in Westhoughton during the 2011-2012 Financial Year and Bolton Council is to arrange the work. HOMEWATCH Thanks are due to Mrs E Platt, Homewatch Liaison Officer who has retired. Her replacement, Keith Jackson, can be contacted on 01942 842064. HOMEWATCH The Town Council is committed to crime prevention and the Town Council’s Homewatch Liaison Officer is based at the Police Post Pavilion Square and organises Homewatch Meetings, assists with the formation of new Homewatch schemes and supports existing Homewatch Schemes. Homewatch Signs are funded and sited by Bolton Council. If you are interested in forming a Homewatch Scheme or have any queries regarding Homewatch, please contact the Homewatch Liaison Officer. Mr K Jackson Tel: 01942 842064 NORTH WEST IN BLOOM The Daisy Hill in Bloom entry has achieved an Improvement Award in the Large Neighbourhood category and the Town Council congratulates the Committee and volunteers on this award and volunteers on this achievement. WELCOME TO WESTHOUGHTON BOUNDARY SIGNS The Welcome to Westhoughton Boundary Signs were sited in 1992 and now require attention. The Town Council is currently arranging the cleaning, repair and replacement of some signs NEIGHBOURHOOD POLICING TEAM VEHICLE The Town Council is entering into a partnership with the Greater Manchester Police Authority and is funding a hire car for 12 months, at a cost of £5,000, to be used as a Policing Team Vehicle in Westhoughton. |

If you have not received a copy, you can collect one from the Information Office, Westhoughton Town Hall or Westhoughton Library, Alternativly contact the Town Clerk Tel: 01942 819802 E-Mail: [email protected] ANNUAL REPORT OF THE COUNCIL The Annual Report of the Council for 2011-2012 is now available and can be collect from Westhoughton Town Hall and Westhoughton Library, ordered from the Town Clerk, or viewed on www.bolton.gov.uk/westhoughton CIVIC MEDALS Members of the public are invited to write in to the Town Council with nominations for Civic Medals. Nominees must have provided over 20 years service to Westhoughton in any field. They do not have to be residents of Westhoughton to qualify and nominations will be accepted for individuals who have been nominaed in previous years but have not yet received an award. Please give as much detail as possible, Nominations should be sent to the Town Clerk by Monday, 3rd September, 2012. CIVIC AWARDS The following residents have received Civic Awards for outstanding service to the community: Mrs H Riley and Wingates Band received Civic Medals, Mrs J Cunliffe and Mr D Price received Certificates of Achievement. Nominations were made by local townspeople. TOWN COUNCIL 2011-12 Below are listed some of the Town Council projects and achievements during the past year:
CCTV The Town Centre CCTV system has been upgraded in order to improve the effectiveness of the scheme. The Town Council and Bolton Council have jointly funded the £16,790 cost of the upgrade. The Town Council funds the monitoring and maintenance costs. 2011 POPPY APPEAL COLLECTION The Royal British Legion 2011 Poppy Appeal Collection in Westhoughton raised £10,561.16, which is an approximate 20% increase on the 2010 collection. This marvellous total will benefit servicemen and women and ex-service men and women, and their families. REPAIR OF PUBLIC RIGHTS OF WAY The Town Council is funding the £5,600 cost of a programme to repair Public Rights of Way in Westhoughton during the 2010-2011 Financial Year and Bolton Council is to arrange the work HOWFENFEST This year, Howfenfest will take place in Central Park on Saturday, 23rd July. The Town Council is supporting this popular family event by funding the hire of a stage GRANTS The Town Council has allocated funds in its 2008-9 budget for grants for local groups and organisations. Tel: 01942 819802 E-Mail [email protected] LOCAL NATURE RESERVES The Town Council recognises the importance of maintaining Local Nature Reserves in Westhoughton and is donating £9,173 for improvements to “The Bonk” and the Forestry Commission is donating £36,692 Forestry Commission is donating £36,692. ANNUAL AUDIT The Town Council’s Annual Accounts for 2011-2012 will be available for inspection by members of the public from 18th June, 2012—13th July, 2012.
